Symptom: I am installing and the install program gives the error 2103. 26 Internal Error

This may occur when you click on the install link from the web site and choose "open" instead of "download". Usually, clicking "open" works fine for most users but if you get this error, download the install to a temp directory like "c:\temp" and then run the install from your local computer (use windows explorer and click on the setup file (in the location where you downloaded the file).
